Old Russian embroidery mixing silk and cotton

This embroidery is a mix of cotton and silk designing in blue and red, a nice clothe for a small girl. We can estimate that it was produced at the end of the XIXe century or at the early XXe.

The region of origin is very difficult to specify without a specific expertize on the subject.
But I am expecting some reactions and potential advice from the nice Blog of Eugene Baryshnikov, who is maintainer of LJ-community "Ethnography of Belarus".

I can definitly say, it is not a Belarusian apron ;) Sorry, I don't know much about Russian.

You see, since Russian Empire was hell big and ethnically heterogenous, traditional arts from different regions varies a lot.

There is an opinion, that this is not an apron at all.

It is hard to say definitly, because there is nothing on the image to define a real size of this element.
But it looks like a shoulder part of shirt (so called "palik") with stand-up collar attached.

In old times ornate sleeves and shoulder-parts were often inherited by women from their mothers' and grandmothers' shirts. When the shirt becames a worn-out, they cut richly embriodered parts (sleeves and shoulders) and attach them on a new shirt.
